Job Scope

Under the direct supervision of the Manager of Building, Planning and Licensing Laws employee is responsible for the administration and enforcement of the Provincial Building Code Act, Fire Safety Act, Building By-Laws, Minimum Standards By-Laws, standards and legislation governing building construction, building and fire safety, and property maintenance.

SALARY: As per Collective Agreement

MINIMUM QUALIFICATIONS: *Copies of licenses and certificates must be attached.

Education & Experience
• Graduate grade 12 or equivalent (Must attach copy).
• Building Code Diploma as issued by the Nova Scotia Building Code Training and Certification Board and member in good standing with the Nova Scotia Building Officials Association (Must attach copy).
• Working knowledge of computers, word processing skills with a minimum of 25 words per minute.
• Ability to maintain appointment as a Special Constable under the terms and conditions of the Minister of Justice, Office of the Attorney General of Nova Scotia.
• Blue print reading for code compliance.
• Must possess and maintain valid N.S. Driver’s License (Must include copy).

Preferred:
• Qualified Building Official Level II (QBOII)
• Five (5) years’ experience as a qualified Building Official or an equivalent combination of education and experience in construction, civil, engineering or architectural technology trade.
• Enrolment in Fire Inspection Program and experience in Fire Inspection and Interpretation of the National Fire Code Canada and Nova Scotia Fire Safety Act (Must include copy)
• Certificate in local Municipal Government, Bachelors’ Degree or trade certification would be an asset (Must include copy)

MAIN FUNCTIONS:

• Carry out building inspections on all buildings within in the scope of the National Building Code of Canada site at various stages without supervision on site, footing, and foundation, framing, plumbing and mechanical on new construction, renovations, existing buildings both occupied and vacant, and properties to determine compliance with appropriate legislation or by-laws.

• Requires physical agility when inspecting units in crawl spaces, attics, on roof, climbing ladders or on incomplete buildings including high-rise buildings in accordance with NS OH&S Regulations.

• Frequent need to read and concentrate on content of policies and procedures, responds to inquiries from general public and must request and analyze verbal and sketched information from clients and builders.

• Must be able to observe physical facts, measure compliance with codes, standards, specifications, building plans and develop a comprehensive written report of findings.

• Accepts or rejects building materials, products and systems used in construction, monitors construction activity and assesses the conformity of on-site construction.

• Reviews building plans, subdivision plans and site plans for compliance with applicable codes, standards and regulations as needed and qualified.

• Work within their guidelines of their professional associations and occasionally required to work on special projects with detail being provided.

• Attends public and committee meetings to promote and stimulate interest and cooperation in building, fire and property activities through presentations, speaking, demonstrations and other methods.

• Shall be capable of determining basic compliance and non-compliance with the CBRM Land-Use By-Law.

• Assists in resolving complex and sensitive issues, either personally, by telephone or in writing. And maintains records and documents of customer service issues and resolutions.

• Maintains records of inspections, good public relations and liaisons with the general public, government, architects and engineers, on-site personnel and other agencies.

• Maintain a diplomatic and tactful disposition and the ability to remain calm when others become hostile and aggravated.

• Research, compile, organize, analyze and present building, property and fire related information.

• Issue warning and violation orders for Building, and other bylaw infractions.

• Knowledge of Automatic Fire Suppression System and Fire Detections Systems.

• Review new and existing buildings fire protection systems and plans for the storage of flammable and combustible liquids and other hazardous material.

• Works with inter departmental agencies and outside groups, organizations and agencies for the better mete of public safety in buildings.

• Successful completion of a medical assessment by the CBRM Physician.
