Committee of the Whole

The CBRM embarked on a Committee of the Whole system commencing September 2010, while still maintaining additional committees as required by legislation, including the Audit Committee, Police Commission, and Heritage Advisory Committee and the Nominating Committee.

In February of 2013, CBRM Council approved the creation of the General Committee to replace the Committee of the Whole style of governance, the membership of which is comprised of all members of Council and chaired by the Mayor. The General Committee assumed the decision-making powers of the former Protective Services, Public Services, Water Utility, Planning Advisory and Corporate Services Committees as per Section 23(1)(c) of the Municipal Government Act. In recognition of the ultimate power of the Council, especially on occasions when it would be prudent to retrieve an issue from the General Committee, CBRM Council reserves the right to require an issue to be returned to Council in formal session.
